The Town is undertaking a full re-write of the Comprehensive Plan in 2021. A community survey was conducted earlier in the year, the final results are available at http://www.mdroffers.com/wp-content/uploads/2021/05/Final-Survey-Results_5.3.21.pdf. The Plan Commission will use this community input as they work on the vision for the future of the Town.
In addition to the community input survey, there are several opportunities for public input throughout the Plan update process.
On June 16, 2021, there was a meeting targeting owners of 35 acres or more and focusing on the future land use map and its policies, along with time for landowner input. Town Planner Mark Roffers gave an excellent overview of the Town's current Comprehensive Plan and the update process. A video of the meeting, his slide presentation and other handouts are linked below. As the Town prepares to update its Vision and Directions volume of the Comprehensive Plan, the Town would appreciate any input and feedback concerning the Town’s Future Land Use map and policies for land use change.
On August 25, 2021, the discussion continued, focusing on adjustments to the Land Use chapter, Future Land Use Map, and economic development programs.

What is the Comprehensive Plan?
The Comprehensive Plan outlines how the Town will grow and change over the following 20 years. Any change of land use within the Town must conform with the purpose and policies of the future land use district the subject property falls within. The Town of Cottage Grove Comprehensive Plan was adopted under Section 66.1001(4), Wisconsin Statutes, in two volumes, with one volume titled Conditions and Issues and the second volume titled Vision and Directions. The Town will regularly evaluate its progress towards achieving the recommendations of the Comprehensive Plan, and amend and update the Plan as appropriate. Amendments to this Comprehensive Plan may be appropriate in the years following initial Plan adoption and in instances where the Plan becomes irrelevant or contradictory to emerging policy or trends. “Amendments” are generally defined as minor changes to the Plan maps or text. The Plan will be specifically evaluated for potential amendments once every year, with the process starting in February.
Between February 15 and March 15 of each year, the Town will accept requests from property owners, potential developers, and other interested stakeholders for Plan amendments. Next, the Plan Commission will evaluate any amendment requests (including those generated by Commission or Board members), and recommend appropriate amendments to the Board. Specific procedures for adopting and updating the Comprehensive Plan can be found in Chapter 7 of the Visions and Directions Volume.
